We anticipate the HSNA business to end by 8:30. Subsequently, homeowners will have the option for further discussion/questions afterwards.

1. Welcome & Introduction of Board of Directors for Highlands of Seminole Neighborhood Association (HSNA) with brief description of roles [10 minutes]

  • Linda Brewer- President

  • Miguel Dominguez - (retiring) Vice-President

  • Dan Whitnable - Treasurer

  • Bruce Sweeny - Architectural Control Committee Chair

  • Inthava Hall - Secretary

2. Guest Speaker - John Rummel, Dark Sky Conservancy: Protecting the Night Sky for Fitchburg, Madison and Beyond (15 minutes)

3. 2023 Operational changes: contracted Accountant services initiated & electronic annual dues payment options added. (5 minutes)

4. Treasurer’s summary, budget, income & expenses, balance sheet - Dan Whitnable [10 minutes]

5. Architectural Control Committee summary report - Bruce Sweeny (ACC Chair) Diane Streck & Tony Kollasch (ACC Members) [10 minutes]

6. Landscape, Berm, Mowing/Snow Removal/De-icing and Retention Pond- Linda Brewer [10 minutes]

  • Board decisions on Landscaping expenditures are guided by the Landscape Committee who survey our properties annually and make recommendations accordingly. HSNA has an annual contract with Backyard Havens for maintenance and planting of our perennial beds, working directly with our Landscape Committee chair. Landscape Committee members: Ginny Janssen (chair), Mary Powell, Tom Lindsay, Lance Encell. Board president serves as liaison to this committee.

  • Certified arborist, Briana Frank (Tree Health Management), is accessed for tree maintenance & tree plantings for McKee berm. This is based on annual surveying & consultation with President.

  • HSNA fence maintenance requirements on McKee berm will be surveyed annually by ACC Chair & President, with repairs & invasive removals completed as required. Structural repairs to the fence were completed 2023 by local contractor, Steve Stamm.

  • Contracts for lawn mowing and maintenance are completed by President, in collaboration with current vendor, Olson Toon. Lawn repair & tree removal are also contracted as needed with this vendor.

  • Winter sidewalks/trails needs are contracted with Olson Toon.

  • Monitoring of annual needs for Retention Ponds is completed by Diane Streck, with input to Board. (The City of Fitchburg responds to any water quality issues.) A recent survey by a plant specialist indicated that plants/trees surrounding the ponds are healthy, with exception of variety of unwanted thistles and invasive tree species requiring removal.

7. There is currently a vacancy for Vice-President, who most recently has had a primary role in the design and maintenance of our HSNA website. Contact any of our Board members if you have an interest in this area.

8. In the past we have supported an annual spring garage sale and fall picnic. If anyone has ideas or an interest in teaming on either of these projects (or new ones!), contact any of our Board members.
